Planning Board · Meeting of September 28, 2026

Duxbury Planning Board toughens its Miramar pushback and opens review of a second 40B project. Member James B. Lampert argued the board's draft comment letter to the Select Board understates the harm of Miramar's density, saying the project's affordable units near $300,000 push market-rate homes to roughly $1.6 million, calling it "perfectly wrong." The board also began reviewing Dexter Estates, a 60-unit Chapter 40B project split between Duxbury and Pembroke, flagging zero accessible units and 26 of 60 homes sitting in a wetland buffer.

Chair Kristin Rappe said the board "don't have a way to verify" a resident memo on a disputed Kingston sewer agreement before attaching it to Miramar comments. Separately, Livable Duxbury pitched raising Duxbury's accessory-dwelling-unit cap from 900 to as much as 1,500 square feet, with any warrant article due to the Select Board by mid-December. The board also referred a special-permit case at 31 Ocean Road North to the Zoning Board of Appeals on a unanimous roll-call vote.
