Planning Board refers Gurnett Road case to ZBA

Duxbury Planning Board gathers public comment on a 100-home Chapter 40B proposal, with no vote taken. Chair Kristin Rappe and members Matthew Ray, James B. Lampert, Lauren Sirois and Tag Carpenter cited traffic, water supply, 53 bylaw waivers and school and public-safety costs tied to the Miramar Estates project at 121 Park Street.

"Unfortunately, as a 40B, the planning board is toothless for the most part," Ray said, estimating approval would move Duxbury's affordable-housing stock only from roughly 7.3 percent toward 7.9 percent of the state's 10 percent threshold. Bay Farm trustee Julia Adams told the board Miramar's density works out to "19.8 bedrooms per buildable acre, compared to Bay Farm's 7.3." Comments are due to the Select Board by October 5 for forwarding to MassHousing. In separate votes, the board referred a 105 Gurnett Road case to the Zoning Board of Appeals and added a three-minute public forum to future agendas.
