Duxbury Planning Board endorses a nonconforming Standish Road lot split and gets its first report on a new cross-border 40B project. The board voted unanimously to release a performance bond for the completed Snowy Owl Circle road and endorse an Approval Not Required plan splitting 39 Standish Road into two lots, each holding a pre-1920 house; Planning Director Matthew Heins said owners will now need variances, not special permits, for future changes. Clerk Tag Carpenter reported on a site visit to a newly filed 40B project off Valley Street in Pembroke and High Street in Duxbury, where landowner Eric Kaposky is proposing roughly 60 units, with about 26 inside the 100-foot wetlands buffer, specifically to help the town reach 40B "safe harbor" status.
Carpenter called the project's cross-town configuration "very odd." The board continued separate comment letters on Miramar and the new project toward an October 19 deadline and heard Carpenter warn that a stalled inclusionary-zoning rewrite risks "putting lipstick on a hairy dog."
