Duxbury Opens Hearing on Water Hookup Moratorium

Duxbury Select Board opens hearing on a yearlong water-hookup moratorium and postpones a contested Old Road covenant vote. The board, after exceeding its state water permit by about 18.25 million gallons in 2025, voted 4-0 to refer a draft townwide moratorium on new water connections to the Water and Sewer Advisory Board and recess the hearing to November 9. "We need to stop digging the hole before we figure out how to climb out of it," the chair said.

Separately, the board voted 4-0 to abate $1,356.75 from a water bill at 14 West Street after an undetected leak. A roadway covenant letting developers John Baldwin and Susan Curtis build a private road on the town-owned Old Road to access four house lots drew objections over late notice and unpermitted stone-wall removal; resident Christine Hill said, "Nobody knew about this," and the board pushed the vote to October 19. The board also consented 4-0 to KP Law representing both Duxbury and Pembroke on a High Street 40B project.
