Board of Health · Meeting of September 24, 2026
Duxbury Board of Health approved four septic and well variances and opened talks on regulating gas leaf blowers. The board voted 4-0 to let Duxbury Construction's Nick Moskertolo replace a failed septic system at 430 Lakeshore Drive within 95.9 feet of a wetland, with groundwater separation reduced to 3.08 feet, conditioned on Title V-compliant sand. A separate 3-0 vote granted an irrigation well setback variance at 5 Hawthorne Hill due to steep slope access issues.
A shared-well deed agreement for Samuset Street and Elder Brewster Road properties was continued again pending Town Council review. Chair Karen Tepper said the board was "examining as a board whether their noise and associated emissions present a public health issue or a nuisance" from gas leaf blowers, a topic raised by resident complaints but with no regulation proposed. Landscaper Emmett warned the board "we're concerned where this is starting," citing cost concerns.
The board also approved July 23 and August 20 meeting minutes unanimously.
